To learn more about our benefits visit: To learn about the total compensation package for Stategovernment employment visit: DESCRIPTION OF JOB:The Colorado Department of Transportation (CDOT) is fillinga Civil Rights Manager focused on the administration ofthe Federal-Aid Highway Program (FHWA) required ContractorCompliance Program within the Civil Rights Business Resource Center(CRBRC). In this position, you will lead and supervise a teamwhile developing and implementing project plans related toCivil Rights compliance for multiple project delivery methodsincluding construction, professional consulting services, andalternative delivery projects. This position is also responsiblefor the holistic integration of software systems to ensureCivil Rights requirements are a cohesive element of all projectdelivery processes. Finally, this position is also responsiblefor continuous improvement efforts to ensure updates to regulatorychanges and process enhancements are documentedappropriately. To learn more about the CRBRC, clickon Major duties and responsibilities include,but are not limited to:

Develop unit work plan, strategic goals, and unit objectiveswithin the framework of the Center's strategic master plan, whileensuring alignment and adherence with organizational mission,vision, and values.Serve as Unit Supervisor over the contract compliance team,including establishing work standards and ongoing assignments,teaching, mentoring and developing skills, providing directionand guidance through performance reviews and evaluations, approvingrequests for leave, timesheets and work hours and addressingperformance gaps in a timely manner.Evaluate and interpret federal regulations related to equalopportunity, labor compliance, contract compliance andsubcontractor compliance to develop tailored and innovativeguidelines across all contract delivery methods includingConstruction, Professional Services, and Alternative DeliveryProjects. Work with consultants, project team members, as well as otherdepartment personnel to establish processes that adhere to thefederal regulations as well as meet the needs of the individualproject. Ensure CDOT implements compliance portion of DisadvantagedBusiness Enterprise (DBE) program across all contract deliverymethods (e.g., Design/Build, CM/GC, Design/Bid/Build,Preconstruction/Professional services etc.). Develop agencyprocess for meeting federal regulations related to commerciallyuseful function. Work with Region Civil Rights personnel to ensureDBE compliance is consistent state-wide. Develop tactical plan to communicate guidelines and process tointernal and external stakeholders.Provide program/project management guidance and accountabilitymeasures for the Contractor Compliance unit. This includesdeveloping detailed program/project management duties and timelinesand ensuring projects are completed.Seek stakeholder feedback to provide continuous improvement toContractor Compliance Programs, including facilitating meetings,task force groups, and working interdepartmentally.Collaborate interdepartmentally to understand agency processesand protocols related to the B2GNow compliance and LCPtrackerpayroll software systems to ensure system integration andCivil Rights requirements are met.Design and develop detailed and functional businessrequirements and ensure software system modules are configured tomeet agency specifications and ongoing business needs for all CDOTproject delivery methods. Work closely with back-end reporting resources to ensure thesystem is continuously aligned to report key programmatic metricsand effectively supports ongoing program analysis. Collaborate with the Data and Reporting Specialist to developappropriate reporting metrics and schedule to determineeffectiveness of system as a QA/QC measurement. Other job duties as assigned.

Work Environment:

Primarily 8:00 am - 5:00 pm work hours, Monday-FridayTravel required during work day to attend meetings and visitproject sitesMust occasionally attend meetings and events after hoursincluding evenings and weekends

A bachelor's degree from an accredited college or university inBusiness Administration, Public Administration, Political Science,Civil Engineering, Construction Management,Communications, Economics, Information Technology/ComputerScience, or a closely related field (A copy of yourtranscript must be submitted to verify thisrequirement.) AND at least four years of full-time professional workexperience with a primary focus on compliance with labor/employmentlaws, equal opportunity, contract/grant management (see definitionbelow), and/or government program administration (see definitionbelow).

DEFINITION: Qualified government program administration, or contract/grantmanagement experience includes most of thefollowing: being responsible for multiple, on-going,inter-dependent projects, grants, or contracts from inception toclosure; developing goals and objectives; prioritizing andcoordinating resources; preparing and administering budgets;awarding grants/contracts; reviewing invoices and authorizingpayments; evaluating and monitoring program performance andadherence to timeframes; developing program reports, etc.Substitution: Additional work experiencethat provided the same kind, amount and level of knowledge acquiredin the required education, may substitute on a year-for-year basisfor the required bachelor's degree but not for the specificexperience. A Juris Doctorate, or Master's degree inone of the fields listed above will substitute for theundergraduate degree and one year of the required professionalexperience.NOTE: A legible copy of your unofficial collegetranscript(s) or credential evaluation report must be submittedwith your application.
